Intent


The intent of the Enlisted Promotion System (EPS) is to align the National Guard promotion system more closely to Regular Army and eliminate favoritism. It also assists in offering a postion to the best Soldier while honoring their desired service locations.

Promotion to PV2 through SPC


Promotions through Specialist are not officially a part of the Enlisted Promotion System (EPS). They are based solely on Time in Service (TIS) and Time in Grade(TIMIG). Every month, the battalion receives a list of Privates eligible to be promoted. The list is then distributed to the batteries (companies) for their Commander's approval. NOTE: A commander can deny or delay a soldiers promotion if he is FLAGGED for any reason.

Promotion to SGT through MSG


Promotions from Sergeant through Master Sergeant are based solely on the Enlisted Promotion System (EPS). All units are required to submit an Enlisted Promotion Point Worksheet (NGB 4100-1-R-E) for every soldier Specialist and above whether they are eligible for promotion or not. Each soldier must verify their worksheet data and submit documentation for any changes.

Weapons Qualification

  • Marksman - 25 points
  • Sharpshooter - 50 points
  • Expert - 75 points

Resident Courses

  • 75 Point Maximum
  • 5 points per 5 days, one week, or 40 hours
    (Needs to state period on certificate.)
  • No points for partial completion of a phase course.
  • Cannot add remaining hours or days to other courses.
  • Does include MOS reclassifications or other service schools
  • Does NOT include AIT or NCOES
  • MUST have a certificate, DA 1059, or be in ATRRS.

Self-Development Courses

  • 75 Point Maximum
  • 1 point for every 5 credit hours completed
  • 5 additional points for each course completion

Civilian Education

  • Zero points for a High School diploma or GED
  • Between 1-60 semester hours receives 1 point per hour
  • No additional points for over 60 hours
  • 75 points for a Bachelor’s Degree or Higher

Leadership Appraisal - 400 Point Maximum


Leadership appraisals are completed on the Promotion Appraisal Worksheet (NGB 4101-1-R-E). Soldier's E4 through E6 will have 4-5 leader appraisals, while E7 through E8 will have their's completed by a centralized board. Soldiers can receive a maximum of 175 points for their Performance and 225 points for their Potential. The State SGM has provided the following guidance to assist leaders in rating their soldiers: NGB 4101 Guidance PDF.
NOTE: Documentation must be prepared for ratings over 320 or less than 200. Ex. Counselings, NCOERs, UCMJ.

NGB 4100-1-R-E - EPS Worksheet


All of a soldiers points are collected on the Enlisted Promotion Point Worksheet (NBG 4100-1-R-E). The unit Admin NCO reviews the worksheet with the soldier and annotates changes in RED with the soldiers supporting documentation attached to the back. An additional Recorder will review the entire packet (4100, appraisals, & supporting documents) for completeness and enters the averaged Leadership Appraisal score. The Recorder will then add all the points, sign, and date the worksheet.

State Consideration Areas If Eligible For Promotion

  • Soldier elects “I do” want consideration for promotion
  • Soldier selects area of consideration
  • E4’s cannot select “N” as consideration
    (exception to policy for 13F MOS)
  • Do not allow the E4’s to pick all areas A-M,
    if that happens all areas will be deleted and
    Soldier will only compete for his unit
  • Soldier signs/dates = verified score is correct.
  • If Soldier is not available (MTF CONUS), the
    CDR will sign and attach a memo with justification.

Sample 4100 If Eligible For Promotion

  • Soldier elects “I do not” want consideration for promotion
  • Soldier will select reason why he/she is not eligible - NCOES, TIS, etc.
  • Soldier signs/dates
  • If Soldier is eligible but declines to be put on the EPS list, they will not compete for current year

A Verifier will then review the worksheet (again) re-verifing all accompanying documents, scores, and changes. NOTE: ALL Soldiers with a worksheet will sign even if they are NOT competing.

EPS Cycle


  • September – units start completing EPS packets
  • November 1 – EPS packets due to Battalion
  • December 31 – Cutoff for all requirements
  • April 1 – Distribute EPS list to units

What Soldier's Need To Know


  • Must review records on birth months to correct errors and undate information.
  • Must provide supporting documentation for changes.
  • Must consider how far he is willing to travel for a promotion.
  • EPS choices are for one year only and starts when EPS List is it is published on April 1st.
  • If a Soldier is selected and declines a promotion, he is removed from all areas of consideration except for his BN.
  • If he declines a second time, the Soldier will be removed from BN consideration and only considered within his UIC.

Leader Considerations


  • Read and understand regulations for EPS to work
  • Appraisers must give accurate evaluations - avoids inaccurate placement on EPS list
  • Inform Soldier of impact of selections (i.e. unit, distance, etc)
